NOTICE OF RACE

  1. RULES
    1.1 The regatta will be governed by the current Racing Rules of Sailing (RRS), the prescriptions of US SAILING, the rules of the Laser, Laser Radial, Byte, 420, 29er, Optimist classes, (except as any of these are altered by the Sailing Instructions),and by the Sailing Instructions.
    1.2 ALCOHOL & DRUGS Per US SAILING Regulation 5.03, no competitor shall use, either on or off the water, alcoholic beverages (beer, wine, and distilled spirits) or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. This regulation is in effect during the entire event, from date and time of arrival through date and time of departure. On report of a violation of this regulation, a hearing will be held generally in accord with the recommendations of Appendix L of the RRS. Penalties for a violation of the regulation may range from a reprimand to dismissal from the regatta. Additionally, further action under rule 69 may be recommended by the hearing officers. The officers for hearing a violation of US SAILING Regulation 5.03 will consist of the Chief Judge, acting as chairman of the hearing, the jury, and the Event Chairman.
  2. ALTERATIONS OF CLASS RULES The class rules will be used except the RRS 60.1 (a) is changed to prohibit a boat from protesting another boat for an alleged breach of a class rule requiring class membership or imposing a weight limit.
  3. ADVERTISING Advertising is in accordance with the ISAF Advertising Coda (Appendix 1) and the relevant class rules.
  4. CLASSES Boats of the Laser, Laser Radial, Byte, Optimist, 420, 29er, and any class with at least five entries will be sailed. 4.1 A separate course will be provided for Optimist Novice competitors.
  5. ELIGIBILITY & ENTRY 5.1 AGE Applicants for all classes must not yet turn 19 years of age in 2003 to be eligible for the Youth Division of the NWYRC. Applicants 19 years of age and older will be included in the Masters Division. Optimist class age rules of the NWYRC will apply.
  6. 2 US SAILING MEMBERSHIP Membership in US SAILING is required for each competitor (helmsman and crew for doublehanded classes). Competitors may sign up at registration. If you are already a member, bring your membership card to registration – it will be checked. Sailors can join online at www.ussailing.org. Family members should request individual membership cards for each child by calling the US SAILING membership office: 1-800-US SAIL-1. Exception will be made for those competitors who are not US citizens and have membership in another governing organization, such as CYA, etc.
  7. APPLICATION Application shall be made by completing the entry form and returning it with one check for the entry fee payable to Seattle Yacht Club to: Seattle Yacht Club, NorthWest Youth Sailing Championships, 1807 East Hamlin Street, Seattle, Washington 98112, Attn: Sailing Director-Douglas Gordon. Thereafter, registration must be made on site and a late fee of $5 will be charged (Event T Shirt with on-time registration only).
  8. FEES The entry fee for all classes is $45 US per competitor. The entry fee includes an event Tee shirt (with on-time registration only), event poster, Friday afternoon/evening on-shore clinics, lunches each day, dinner on-site Saturday evening, and event trophies. The entry fee, payable to Seattle Yacht Club, must be included with the entry form.
  9. SCHEDULE OF EVENTS (TENTATIVE)

    Friday August 21 1600-2000 Registration and Check-In. 1800-2000 On-Shore Clinics.

    Saturday August 22 1000 Registration Closed. 1030 Competitor’s Meeting; Coaches Meeting to follow. 1200 Warning Signal for First Race. No races will begin after 1930. 2000 Dinner and Raffle at CYC Club House.

    Sunday, August 23 1130 Warning Signal for First Race. No races will begin after 1600. Awards Presentation to follow.

  10. SAILING INSTRUCTIONS The sailing instructions will be available at registration.
  11. MEASUREMENT All sailors will be responsible for their boats being in compliance with the class rules.
  12. SCORING The Low-Point Scoring System, Appendix A of the racing rules, will apply for all classes. A minimum of 3 races shall be completed to constitute a series. (For purposes of awarding prizes and qualification for subsequent events, one race will constitute a series.) If 8 or more races are sailed, a boat’s worst score shall be discarded.
  13. PRIZES USA Junior Olympic medals will be awarded to competitors placing first through third in all divisions. Novice awards will also be provided in addition to awards for sportsmanship, etc. Others will be awarded at the discretion of the Sailing Committee.
  14. SAFETY A Coast Guard-approved PFD must be worn and fully secured at all times while afloat, except for brief periods while adding or removing clothing. Whistles permanently attached to the PFDs are recommended. This amends rule 40.
  15. COACHES Coaches may be asked to register at the event. Coaches who are able to bring proof of US SAILING certification will be given appropriate access and recognition, and a free hat.
  16. HOUSING Contact Cameon Vranizan at (206)5461420 or VranizanFamily@msn.com for housing requests. All requests for competitor housing should be received by August 15, 2003, any requests received after this date will be accommodated to our best ability. This is a busy time of year for Seattle so we recommend that parents, coaches and chaperones make hotel reservations early. If information is needed, please contact above representative.
  17. DINNER Dinner on Saturday evening will be provided for competitors at the Corinthian Yacht Club, Shilshole Marina, Seattle, Washington. Additional dinner tickets may be purchased for $10 per person at time of registration.
